Conformity assessment is the process during which it is determined whether the requirements set for a product (measuring instrument) have been fulfilled.
V&V VentMet laboratory Ltd. is a notified body of the European Commission with the number 1917. Information on the laboratories that have been notified in the European Union for conformity assessment in accordance with the directives is published in the European Commission Nando Information System.
Certificates of conformity issued by V&V VentMet laboratory Ltd. are recognized throughout Europe.
In accordance with the New Legislative Framework of the European Union, new technical harmonisation directives were adopted in February 2014, which were published in the Official Journal of the European Union in March 2014. Member States were required to adopt and publish regulatory enactments within a specified time frame in order to comply with the requirements of these directives.
On April 20, 2016, the new regulations of the Cabinet of Ministers of the Republic of Latvia, which implement the requirements of the technical harmonisation directives for measuring instruments and non-automatic weighing instruments in the national legal system, entered into force.

Conformity assessment for non-automatic weighing instruments

Prior to placement of non-automatic weighing instruments on the market of the European Union, they must undergo the conformity assessment procedures in accordance with the Directive 2014/31/EU (ex 2009/23/EC) of the European Parliament and of the Council on the harmonisation of the laws of the Member States relating to the making available on the market of non-automatic weighing instruments.
In the legislation of the Republic of Latvia, the requirements of Directive 2014/31/EU are transposed by the Cabinet of Ministers Regulations No.210 “Regulations for the Conformity Assessment of Non-automatic Weighing Instruments”, which regulate the placing on the market of non-automatic weighing instruments manufactured after April 20, 2016 and the necessary conformity assessment procedures.
V&V VentMet laboratory Ltd. performs conformity assessment of non-automatic weighing instruments in accordance with the requirements of Directive 2014/31/EU and the Regulations No.210 of the Cabinet of Ministers of the Republic of Latvia, providing services of product and unit verification – Module F, Module F1, Module G.

Conformity assessment of measuring instruments manufactured after April 20, 2016


Starting from April 20, 2016, the placing of the measuring instruments mentioned below on the market in Latvia is regulated by the Regulations No.212 of the Cabinet of Ministers of the Republic of Latvia “Metrological Requirements for Measuring Instruments and Procedures for their Metrological Control”:
  • water meters,
  • gas meters and volume conversion devices,
  • active electrical energy meters,
  • heat meters,
  • measuring systems for quantities of liquids (other than water),
  • automatic weighing instruments,
  • taximeters,
  • material measures,
  • dimensional measuring instruments,
  • exhaust gas analysers.

The Regulations of the Cabinet of Ministers of the Republic of Latvia No.212 issued in accordance with the Directive 2014/32/EU of the European Parliament and of the Council on the harmonisation of the laws of the Member States relating to the making available on the market of measuring instruments, which set out the essential requirements for measuring instruments for their use in the European Union.
In the mandatory scope measuring instruments subject to the requirements of EU directives and the requirements of the regulations of the Republic of Latvia are based on the principle of modules and the requirements of the relevant regulations.
